“The Wavers consists of photographic portraits of individuals employed by the Liberty Tax Service, a nationwide franchise of tax preparers. They are hired to stand on corners and drum up business while wearing a Statue of Liberty costume … It is not a stretch to see these Wavers as the "tempest-tossed" exiles celebrated in Lazarus's poem. But these are no longer immigrants lured by the promise of the American dream. They are instead our own people, Americans for whom the hopes symbolized by Lady Liberty have yet to fully materialize.”
